Proposal for Successful Landing of Policy for Enhancement of Connection between EBS Lectures and

After the Minister of Education, Science and Technology, Ahn Byung-Man,
announced that EBS lectures for university entrance examination would be
reflected 70% in university entrance examination, the educational world for
university entrance examination is tenser than any other time. The Minister
Ahn said that the ministry would enhance connection between EBS lectures and
textbooks for university entrance examination and questions in university
entrance examination to make student prepare for university entrance examination
without separate burden of private education expenses.
Considering that it was decided to settle a problem of high private education
expenses causing educational gap and difference in academic ability among
each area and to stabilize public education, it is just worth being accepted.
Although some private academies for the university entrance examination and
enterprises of textbooks criticize that this policy will be executed to
increase only sale figures of EBS textbooks, they also accept the decision
without large confusion and are preparing for the policy in their own way.
Examinees have a positive participation in the above flow. Reports that access
rate and download of EBS lectures are quickly increased by examinees who
want to see EBS internet lectures show us the present atmosphere.
Although it has been argued that connection rate between EBS lectures and
questions in the university entrance exam was 20~60%, examinees have lowly
depended on EBS lectures since its rate has not been fixed. Even some
pointed out that it fell down to simple lecture for reference, not for
supplementation∙ depth.
According to this policy, if reflection rate of EBS lectures is accurately
kept more than 70%, it will have not a few effects on reduction of private
education expenses which students, their parents and schools have been in
agony most.
Of course, this policy has some preceding conditions to get good results.
The most basic is a level of EBS lectures. Examinees should be able to
understand the quality and contents of EBS lectures without separate lessons
at private academies. Summarized∙ arranged lectures suitable to the university
entrance examination, rather than lectures with diverse textbooks, should be
prepared.
EBS lectures should be kept a level to let examinees not neglect school
classes such as preparing for lectures on the basis of basic learning in
school classes. If examinees concentrate their efforts on only EBS lectures
by paying attention to only 2/3 reflection rate, it may be deteriorated to
harmful effect in stabilization of public education.
Especially, this policy should be a starting point to settle inequality in
opportunity of education. The lower-income group is worthy of giving welcome
to this policy. However, in the part of expenses for EBS textbooks, it still
imposes a burden on them. Just 1/3 of students in the lower-income group can be
supported the textbooks free of charge. As EBS decided on lowering expenses
for EBS internet lectures, the government should also consider preferential
arrangement of budget to offer textbooks for the university entrance
examination free of charge.
The government should not put only rash desire before this policy.
The purpose of this policy is to give vigor to public education and to
reduce a level of dependence on private education. Therefore, the government
should strive to let the policy secure its position as a distinct alternative
for stabilization of public education by seeing how students who get the most
direct effect from the policy take EBS lectures and continuing to upgrade
quality and contents of EBS lectures.
